With nearly three decades of leadership in India’s infrastructure sector, I’ve come to realize that the true strength of a nation’s highways lies not just in how they are built, but in how well they are maintained. Roads connect lives, livelihoods, and economies—and keeping them safe, smooth, and serviceable is a responsibility we take very seriously.
A4R Infra was born out of this belief, that maintenance is not secondary to construction, but equally vital. Our goal was to create an organization that focuses on preserving the value of public infrastructure through efficient, responsive, and performance-driven maintenance solutions.
Our leadership brings decades of experience in national expressways, state highways, and major corridor upkeep. From routine repairs to large-scale Performance-Based Maintenance Contracts (PBMC), our work is guided by deep field knowledge, strong planning, and an unwavering commitment to safety and quality.

Alok Kumar Aggarwal
Chairman & Managing Director – A4R Infra Pvt. Ltd.
Mr. Alok Kumar Aggarwal is a B.Tech Civil Engineering and a postgraduate degree in Highway and Traffic Engineering. With a professional journey spanning over 28 years, he has worked extensively in India’s road and highway sector, managing major infrastructure projects across the country.
Over the years, he has successfully delivered projects worth more than ₹15,000 crores, covering expressways, national highways, railway overbridges, and performance-based maintenance contracts under NHAI, MoRTH, and various State PWDs. He has held senior leadership positions in well-known infrastructure companies, leading teams and delivering high-quality results with a focus on efficiency, safety, and compliance.
With a deep understanding of both construction and maintenance challenges, Mr. Aggarwal established A4R Infra Pvt. Ltd. to focus on highway maintenance and asset management—a field he believes is key to preserving national infrastructure. Under his leadership, the company has quickly gained recognition for its dedicated approach to road upkeep, performance-based solutions, and operational excellence.
He continues to guide A4R Infra with a strong emphasis on timely delivery, quality work, and long-term value for public infrastructure.

Kusum Choudhary is a Certified Sustainability Coach and Civil Engineer with over two decades of rich experience in infrastructure development, contracts and arbitration, project execution, and strategic advisory. Throughout her career, she has worked with reputed infrastructure organizations across India, where she handled responsibilities ranging from project planning and implementation to contract negotiation, legal compliance, and dispute resolution.
As an independent consultant, she has advised several organizations on legal and contractual matters, with a focus on arbitration, documentation, and risk mitigation. Her expertise extends to business strategy, tendering, cost control, and performance monitoring.
Alongside her professional journey, Kusum has successfully led entrepreneurial ventures in real estate development, skill development projects under NSDC, and infrastructure services. She combines practical field knowledge with strategic insight and is deeply committed to sustainable practices and long-term project value creation. Her core strengths include project budgeting, legal drafting, regulatory compliance, and guiding teams through complex infrastructure life cycles—all with a focus on quality, integrity, and accountability.
Mr. Amresh Kumar Singh
Mr. Amresh Kumar Singh is a Highway construction expert with over 17 years of progressive experience in the highway and infrastructure sector. With a B.Tech in Civil Engineering, he has independently led several high-value national road projects from planning to completion. Renowned for his execution-focused approach, Mr. Singh has successfully managed all phases of project delivery, including construction supervision, material management, quality control, and site coordination.
He brings strong capabilities in stakeholder liaison to resolve bottlenecks, secure timely approvals, and maintain smooth project flow. From managing site teams to preparing technical documentation, he ensures that project goals are met with efficiency and precision.
He is especially known for his ability to deliver projects within tight timelines while upholding high standards of safety and quality. His extensive knowledge of IRC, MORTH, and IS codes, combined with his field experience, makes him an asset in ensuring operational efficiency and technical excellence at every stage of project execution.
At A4R Infra, he plays a key role in driving the company's mission of quality highway maintenance, combining on-ground insight with disciplined execution to deliver road assets that are safe, serviceable, and sustainable.
Vikas Mishra
Project Manager
Vikas Mishra is a seasoned civil engineering professional with over 24 years of experience in road construction, project management, and infrastructure development across India and the UAE. Currently serving as the Concessionaire Head (Project Manager) at A4R Infra Pvt. Ltd., he is responsible for the successful execution of the Dhanara-Hatibena Section of NH-130-CD Road under the Raipur-Visakhapatnam Economic Corridor. His extensive career spans leadership roles at APCO Infratech Pvt. Ltd., Centrodorstroy India Pvt. Ltd., and Al Asab General Transport & Contracting Establishment (UAE), where he has managed multimillion-dollar projects for NHAI, MoRTH, and international infrastructure firms.
Mr. Amresh Singh
Project Manager (Manohapur Dausa Project)
Amresh Kumar Singh is an accomplished civil engineering professional with over 17 years of expertise in project management, road construction, and quality control across major infrastructure projects in India. Currently serving as a Project Manager at A4R Infra Limited, he is responsible for overseeing the Manoharpur-Dausa Section of NH-11A (New NH-148) in Rajasthan, ensuring seamless execution and adherence to NHAI standards. His extensive experience includes senior leadership roles at VEDU Infra Projects Ltd., CDS Infra Projects Ltd., and CENTRODORSTROY India Pvt. Ltd., where he has successfully led large-scale national highway projects.

Niranjan Kumar is a highly skilled and experienced professional in road construction and management, with over 14 years of expertise in operations, maintenance, and project execution. Currently serving as a Project Manager (Operation & Maintenance) at A4R Infra Private Limited, he has played a crucial role in overseeing and maintaining critical infrastructure projects such as the Tukkuguda-Dindi Road Project .His extensive career includes key positions at GR Infra Projects Ltd., Chetak Enterprises Ltd., and APCO Infratech Ltd., where he contributed significantly to the successful execution of national and state highway projects under NHAI and UPSHA

Gouri Shankar is a seasoned procurement professional with 51 years of experience in road construction and infrastructure projects. Specializing in strategic sourcing, vendor management, and material procurement, he has played a key role in EPC and BOT projects under NHAI, MoRTH, and state governments. His expertise in cost optimization, supply chain efficiency, and contract negotiations ensures seamless project execution. A detail-oriented leader, he continues to drive efficient procurement operations for high-quality infrastructure development.

She has worked with leading infrastructure firms, handling key responsibilities in project execution, contract negotiation, legal compliance, and dispute resolution. She has also worked as a consultant, advising organizations on legal, contractual, and strategic project management matters. In addition to her professional career, she has entrepreneurial experience, having successfully led businesses in skill development, real estate, and infrastructure. Her expertise includes tendering, project budgeting, arbitration documentation, compliance management, and sustainability initiatives.
